Representative Nathan Sosa introduced House Bill 3,177 on Feb. 4, saying the measure would require motor vehicle sellers to check a used vehicle's vehicle identification number (VIN) against the National Highway Traffic Safety Administration (NHTSA) recall database and repair or replace parts subject to safety recall before advertising or offering the vehicle for sale or lease.
"When Oregonians buy a used vehicle, most probably assume that the car or truck they're purchasing is safe," Sosa said. The sponsor framed the bill as preventing avoidable injuries and financial burdens that can arise when buyers receive a vehicle with an unrepaired safety recall.
