Metro says annexation process creates duplicative fees, seeks change in HB 2356

Metro officials told the House Committee on Agriculture, Land Use, Natural Resources and Water on Feb. 3 that House Bill 2,356 would simplify annexation for property already inside the region’s Urban Growth Boundary (UGB) by eliminating a separate Metro Service District annexation application.
"The fee for annexation of territory just to the Metro Service District is $3,000," said Glenn Hamburg, senior regional planner with Metro. He told the committee the separate application requires multiple public meetings before the Metro Council and can take several months, and that the separate review is largely duplicative of city annexation standards.
Annalisa Koehler, Metro’s legislative affairs representative, said Metro’s service district boundary, the UGB and city limits are three distinct boundaries and not coterminous in all places. She said the proposal would enable territory already inside the UGB to be annexed into the Metro district at the same time it is annexed to a city, removing duplicated costs and procedural steps.
