Senate Committee on Public Health and Welfare opened final action on Senate Bill 3. Committee staff summarized the bill as a proposal to amend the lay-caregiver act and to require the Kansas Department of Health and Environment to audit hospitals for compliance and report audit results to the Legislature.
Committee staff told members the audit provision had been proposed in response to a post-audit committee request and that HIPAA privacy rules had previously prevented access to the records sought. "This would be the solution to get those records," staff said.
The committee took no motion on SB 3. Chair Gossage noted, "Without a motion, the bill dies." No committee vote or amendment was recorded in the transcript.
