Committee conforms tech-fraud bill to House version, reports substitute 7-1; work group required

Richmond — The subcommittee voted 7-1 to report Senate Bill 10-53 with a substitute after agreeing to conform the Senate text to House Bill 21-24; the bill addresses harms from synthetic media and requires additional study by an Attorney General–convened work group.
Senator Evan, who presented the bill, said its focus is on synthetic media used for fraud, defamation and other harms and noted the Senate added a reenactment clause to allow a work group review by the Boyd-Graves Commission. "This is very, almost identical, almost. The HB 21-24 ... dealing with synthetic media," Evan told the panel.
Committee members discussed procedural options and chose to conform the Senate bill to the House version and report it with a substitute. Counsel confirmed the House bill had passed its chamber and the Senate's substitute incorporates a reenactment clause and the AG-led work group requirement.
There was no public testimony in the room for or against the measure during the subcommittee hearing. Committee members asked whether the misdemeanor penalty and civil remedies from the House text would remain; the sponsor said the reenactment clause would affect which provisions go into effect depending on later action and the work group's findings.
The subcommittee approved the conforming motion and then voted to report SB 10-53 with substitute by a roll-call vote of 7-1.
