Education Committee opens organizational meeting, outlines sign-in, voting and amendment procedures

Chairman White opened the 114th General Assembly Education Committee meeting, introduced committee staff and members, and detailed how the committee will operate during the session.
The chair asked members to sign in on the electronic voting board when they arrive and to log out at the end of meetings so the system correctly records attendance. He said members who arrive after the initial roll call can still sign in and be counted for votes, but the clerk noted late sign-ins will not appear on the initial on-screen roll call; once signed in, votes are recorded normally. Committee staff identified research analyst Carly Easley, office assistant Paimon Bedahi, committee attorney Katie Robinson, additional staff Stephanie Snow, and clerks Desiree White and Solis Gearhart as the staff who will support meetings.
The committee will use a new master board for recognizing speakers and for recording votes. The chair said final votes will appear on the board as roll-call-style recorded votes; if the chair cannot distinguish a voice vote, the item will be put on the board for a recorded vote. Members were asked to avoid distributing paper and instead provide materials electronically so staff can add them to the dashboard.
The chair set two recurring procedural deadlines: requests for nonmember testimony must be submitted to the chair's office at least 24 hours in advance using the online form, and amendments for bills must be submitted by 10 a.m. the day before the committee meets (the committee meets at noon Tuesdays). The chair asked members to remain for presentations scheduled next week and to treat committee meetings as starting on time when possible.
Representative Sam McKenzie and others introduced themselves and their districts during the roll call; Representative Jay Reedy announced a separate veterans caucus reorganization meeting next Tuesday at 8 a.m. The meeting ended after the procedural overview with no formal votes taken.
