The Davenport City Planning and Zoning Commission voted to forward P25-01 — a preliminary plat for the Northern North Side Industrial Park — to City Council with a recommendation for approval and conditions.
The 28.3-acre site, filed by D and D Property Holdings LLC, lies east of Harrison Street and north of Research Parkway within the Iowa Research, Commerce and Technology Park (third edition). The proposal subdivides the parcel into five industrial lots with a new dedicated right-of-way, Pheasant Circle, terminating in a cul-de-sac.
City staff noted the subdivision standards ordinarily limit cul-de-sac length to 600 feet; the Pheasant Circle concept currently extends to roughly 900 feet. Staff recommended the commission grant a variance to Section 16.2404004(c) to allow the longer cul-de-sac, contingent on infrastructure dedication and meeting the listed conditions. Staff recommended approval subject to four findings and five conditions, and indicated additional engineering review would apply at final plat.
The five conditions stated by staff are: 1) submit a traffic study with the final plat to determine appropriate right-of-way and pavement thickness; 2) provide an auto-turn vehicle-tracking model to confirm semi-trailer turning radii and cul-de-sac geometry; 3) obtain utilities approval for any fill placed in easements as part of civil review; 4) add a note that stormwater detention will be provided by the regional detention basin in Out Lot A of the Iowa Research, Commerce and Technology Park; and 5) acknowledge that additional detention may be required upon future development.
Chris Townsend of Townsend Engineering and Ryan Andreessen of Tri City Electric spoke for the petitioner; Townsend said the traffic study is under contract. The petitioner described the conceptual layout as speculative pending potential end users.
After discussion, the commission moved and seconded the staff recommendation and on roll call the motion carried. Recorded votes on the motion were: Dunlop — yes; Heppner — yes; Johnson — yes; Tallman — yes; Garrington — yes; Schilling — yes; Thomas — yes; Dan Schneider — yes. The commission’s action forwards the preliminary plat and the requested variance to City Council for final action and conditions of final engineering review.
