Staff explained that in 2022 the previous owner installed a concrete block wall along Fourth Street without permits or design-review approval. The new owners proposed removing that wall and constructing a new decorative, stone‑textured ReconBlock wall with a black metal hand railing and a stair connecting Fourth Street to the upper level. Staff recommended approval of the wall replacement and asked that masonry cleaning be performed with the gentlest methods possible (no sandblasting) because the building is historic.
The applicant said the proposed wall color will be more gray and that the owner intends to fix the parking lot and eventually may re‑side the garage; the applicant asked to postpone garage siding and lighting decisions until later. Board members agreed to approve the retaining-wall components and defer the garage siding and lighting.
