Davenport City Council approves appointments, announces veterans banner program and budget workshop

The Davenport City Council on Wednesday approved three appointments and adopted the consent agenda, and members heard several administrative announcements including an open call for Davenport U applications and details on a veterans banner recognition program.
Mayor and council members unanimously approved the reappointment of Ruby Badama to the Affirmative Action Advisory Commission and appointed Paula Arnold to the Citizens Advisory Committee and Kristen Crawford to the Zoning Board of Adjustment.
The council approved minutes from Jan. 15 and the report of the Committee of the Whole for Jan. 22 as part of routine motions; consent items passed on a subsequent roll call vote recorded as 9-0.
City staff also reminded the public that Davenport U applications were open; 11 applications had been received for 15 spots, the city administrator said. Staff announced a new veterans banner recognition program that will display banners from Memorial Day through Veterans Day; the program accepts up to 50 banners and applications close in mid-February.
The city administrator also briefed council members about a recent federal funding freeze that has since been rescinded but could have had substantial consequences. He said the city had estimated roughly $9 million in potential operational impacts across programs such as community development block grants (CDBG), HOME, ARPA allocations and transit; capital projects could have faced roughly $70 million in delayed work affecting airports, bridges, fleet, riverfront and street projects.
Alderman Lynch noted the day was Lunar New Year and offered greetings; Alderman Kelly reminded residents about a Fifth Ward meeting scheduled the next evening. The council closed the meeting after approving the remaining agenda items and adjourning.
The council asked staff to provide follow-up details about any items that were tabled or required additional research at the upcoming budget workshop.
