City staff reported that the Lake Davenport Sailing Club intends to renew its lease, and staff recommended a three-year renewal with incremental rent increases.
The staff member presenting the item said the club currently pays 5¢ per square foot for the building and adjacent land, totaling $3,900 annually, and that staff recommended the new three-year schedule: 6¢ per square foot (about $4,500) in year one, 7¢ per square foot (about $5,500) in year two, and 8¢ per square foot (about $6,500) in year three. The presenter said the club has paid the 5¢ rate for at least six years and that an escalator built into a multi-year lease would ease the transition.
Staff also reported that the Lake Davenport Sailing Club is a nonprofit with all-volunteer staff and that the club handles its own maintenance and utilities under the lease terms; facilities maintenance does not serve as the clubfirst line of defense. Staff said they will draft a lease reflecting the recommended terms if the commission agrees to those parameters.
Why it matters: a negotiated multi-year lease sets rental revenue for city property and clarifies maintenance responsibilities for the nonprofit club.
Commissioners asked whether the city owns the building or only the land. Staff said they would confirm parcel boundaries and provide a map to the commission. There was no formal vote at this meeting; staff sought direction to draft a lease with the proposed escalator and return for formal approval.
