Board approves two-tier retaining wall using ReconBlock at 1203 Jersey Ridge Road in East Davenport

The Davenport Design Review Board approved construction of a two-tier retaining wall at 1203 Jersey Ridge Road in the Village of East Davenport.
Staff said the property owner, working with Townsend Engineering, proposed a two-tier wall made of ReconBlock (a textured concrete masonry unit). The upper (east) wall will be about five blocks tall — just over 6.5 feet — and the lower (west) wall about four blocks tall — roughly 5.3 feet. Between the two walls the slope will be graded, seeded and planted with grass.
Staff noted the wall is set back from the roadway — “about 75, probably about 80 feet” from Jersey Ridge where the wall begins — and recommended approval because ReconBlock provides a historic stone-like finish compatible with the village setting. OJ Berkestrand represented the applicant; his brother Carl Brookstra spoke in support, describing future landscaping plans and potential features such as a gazebo or a decorative water element.
Board members voted to approve the retaining wall as submitted; recorded votes were unanimous (Payone — yes; Anderson — yes; Malcek — yes; Rashid — yes; Stineker — yes).
