Council approves CDBG‑DR infrastructure grants totaling $4.271 million for local nonprofits

The Volusia County Council voted 7‑0 on Feb. 4 to approve three infrastructure awards under Community Development Block Grant — Disaster Recovery (CDBG‑DR) funding for nonprofit organizations that suffered damage in recent storms.
Donna Butler, director of the Office of Recovery and Resiliency, presented three proposals recommended for funding: a $371,000 project for SMA (to install exterior protections and doorway flood protection measures), a $3,000,000 award to the PACE Center for Girls to construct a new facility (the organization’s current building in Ormond Beach is on the National Register and has limited retrofit options), and $900,000 for the Domestic Abuse Council to repair storm damage and mitigate future flooding risk.
Representatives from PACE Center for Girls — including Executive Director Sheila Jordan and capital project director Heather Lovejoy — thanked the council and said the new facility will include resilience features such as elevated mechanicals, wind‑resistant design and a generator tap box.
The council approved the grants as presented. Staff said the awards will move forward as part of CDBG‑DR contracting and will include standard grant monitoring and reporting requirements.
