CONCORD — New Hampshire Department of Corrections Commissioner Helen Hanks briefed House Finance Division I about inmate population trends, probation and parole caseloads, staff vacancies, medical costs and infrastructure needs.
Hanks told lawmakers the in‑custody population was 1,925 on Jan. 1, 2025. She said that during her tenure the department reduced recidivism from 48% to roughly 40% and attributed the change to expanding reentry services and specialty supervision programs.
She reported the department is recruiting more probation and parole officers and has reduced average caseloads from about 1:94 toward a current average near 1:54. Hanks emphasized the national best practices target of 1:50 for general supervision and 1:35 for specialty caseloads such as drug‑court participants.…
