The division retained House Bill 246 (FNA), a bill tied to conservation district resilience grants, on a recorded roll call that passed 9–0. Representative Campbell made the motion to retain and Representative Ebel seconded; members who recorded “yes” included Representatives Kim Brels, Griffin, Sweeney, Ebel, Munns, Rung, Wyler and Chairman Maguire.
The division then retained House Bill 97 (FM), a state aid for wastewater projects measure, by a 9–0 roll call. Committee members heard an extended overview of wastewater state aid funding, the Clean Water State Revolving Fund pipeline for projects and how recent appropriations affect future awards; witnesses from the Department of Environmental Services explained monitoring and permitting developments including PFAS monitoring in NPDES permits and the scale of demand for SRF dollars.
Finally, the committee retained House Bill 197 (FN) by recorded vote, 8–0, with one member absent. That motion was made by Representative Campbell and seconded by Representative Ebel.
Committee members discussed fiscal constraints and priorities during debate. On HB 246 several representatives emphasized that funding decisions should wait until broader budget availability is clarified; on HB 97 members asked DES staff about permit requirements and whether state funds would lock in future awards for multiyear community wastewater projects.
