Board members and administrators discussed a tightening 2025–26 budget outlook, the need to review vendor contracts and solicitors, and next steps on a district insurance-broker RFP.
Finance staff said the governor’s proposed budget, released the day before, could include an additional $2 million in the Ready to Learn foundation line item but cautioned that prior budget promises were not always realized and that the district must plan for shortfalls. Staff recommended a cross-departmental review of expenses and contracts, noting that some programs are funded through one-time grants (for example, ESSER/SEEK) that are ending and will require long-term decisions about sustaining services.
Several trustees raised concerns about contracting practices and transparency. One trustee asked for copies of solicitor invoices and prior solicitor engagement materials dating back a year and said board members should be informed if buyouts or contract renewals include prorated payments. The board heard that attorney Recunas is paid a flat monthly fee of $9,500 for district legal services; one trustee described that arrangement as inexpensive compared with hourly-billed outside counsel but stated concern about the quality of performance and said the board should consider solicitor options.
On procurement, staff reported there were five RFP responses for the district’s insurance-broker role and recommended three finalists: Henderson Brothers (current broker), Gallagher (previous broker) and a company named Bub (represented by Nicholas Chip Trappiano). The board agreed to invite the three finalists to give short presentations at the next meeting and suggested a uniform time limit so each candidate could present and answer questions.
Staff said they will prepare materials for the finance committee to review contracts that may be up for renewal and to catalog grant-funded positions and services that may not be sustainable when one-time funds expire.
