Staff said the Simonson contract approval at the Jan. 29 council meeting enables the city to move toward final contract execution but that DIFA (Development Finance Authority) loan requirements require additional documentation and deadlines that staff must meet to secure financing. The city is coordinating with the contractor (Simonson), the construction inspection team previously known as Anser (now operating under Accenture), and Verdanta (consultant) to schedule a preconstruction and value‑engineering meeting to identify potential cost savings before construction begins.
Staff said a final start date for construction is not yet set; the team expects to schedule a preconstruction meeting once contract documents are complete. Staff described the steps needed to finalize the contract and requested participants for the value‑engineering meeting in the coming week. The committee did not take any additional action on Feb. 5.
