Sunbury City Council opened a public hearing and conducted the first reading Wednesday of an ordinance to amend the planned commercial district development plan for Sunbury Commerce Park, a subarea at West Granville Street and Sunbury Meadows Drive. The amendment was filed by Local Provision LLC and was listed as Ordinance 2025.10 for first reading.
Administrator Hennessy, speaking for staff, summarized the principal elements in the applicant's modification: change the Southern Building’s designated use from office to restaurant; reduce total building area from 39,650 square feet to 32,244 square feet; and reduce approved parking from 242 spaces to 194. Hennessy said the proposal would also shift the southern building slightly west, creating more green space on the east side and opening a connection to the Fallen Heroes Trail the city purchased. He also noted the request would allow the originally designated uses (office, retail, restaurant) to be permitted in any of the subarea buildings rather than only in specific buildings.
“No public comment,” the mayor said after asking if any members of the public wished to speak; the applicant was not present. Staff entered the applicant’s modification application (dated Dec. 23, 2024) and the staff report (Dec. 19) into the hearing record as exhibits.
Council took no vote on the ordinance beyond holding the public hearing and the first reading. The ordinance was listed for first reading only; further hearings or readings were anticipated at a future council meeting where the applicant is expected to appear.
Why it matters: the change would alter permitted uses, reduce building size and parking, and modify site layout and trail access in a commercial node near a city trail. Those modifications could affect traffic, parking demand and trail connections if the ordinance advances to approval.
Next steps: staff said they will ensure the applicant attends a subsequent meeting so council can consider any outstanding questions and testimony before a final vote.
