At its Feb. 4 meeting, City of Atascadero planning staff updated the Planning Commission on the general plan update and several large development projects shaping the city’s near-term buildout.
The planning staff reported the general plan update is roughly 75% complete after about two years of work. A consultant, MIG of Pasadena, is assisting with policy drafting and the environmental review. Planning staff said an environmental impact report (EIR) is being prepared as part of the general-plan update to satisfy the California Environmental Quality Act (CEQA) requirements for policy and map changes.
Why it matters: The general plan sets long-term land use, mobility, infrastructure, and fiscal policies for the city. Staff said completing the map and policy updates this year would allow subsequent zoning changes and implementation steps that guide future development and public-infrastructure financing.
Key project updates staff outlined: - Lamoda (downtown): A mixed-use project that will recreate the former Lamoda Theater’s image with restaurant/retail space at street level and apartments above; planned to complement downtown parking and streetscape improvements. - Barrel Creek (north end, Del Rio/West of Highway 101): A mixed-use development with residential units, hotel space, light manufacturing/roll-up-door spaces; public-improvement permits are under review and the project is expected to proceed to construction soon. - Valley Fresh Market (Del Rio area): A mixed-use shopping center under construction with a supermarket, distillery and restaurant space, and planned apartment units above some commercial spaces. - Dove Creek neighborhood commercial hub (south end): A long-vacant five-acre parcel at Dove Creek is now moving forward to provide neighborhood-serving retail and mixed uses as originally planned with the housing nearby. - Del Rio Ranch RV Resort: A large RV resort and lodging project approved recently by the City Council; staff said it will include transient and permanent RV spaces, lodging units and amenities and is expected to enter construction soon.
Staff also addressed a frequently asked operational issue: the traffic signal at Del Rio. The transportation planner, Kelly, told commissioners that a technical control component needed for the left-turn/permissive signal timing has been ordered but is on backorder; staff expect it to arrive soon and restore full signal functionality.
Training and legal guidance: Assistant City Attorney Taylor Folland introduced himself and said staff will schedule a dedicated Brown Act and conflict-of-interest training session for commissioners on a date outside typical commission nights (likely a Wednesday or Thursday). Folland said staff will circulate a 2025 Brown Act handbook and that commissioners may reach out with specific Brown Act or conflict-of-interest questions.
