VDOT begins Ladysmith Route 639 STAR study; draft concepts expected mid‑2025

VDOT Fredericksburg District staff updated the Caroline County Transportation Committee on the Ladysmith Route 639 I‑95 STAR study, a corridor study running from Green Road to Bull Church Road that will evaluate interchange operations, safety and future design options.
Kyle Bateson, VDOT district staff, said the study team will collect crash and operational data, conduct public engagement and develop draft concepts. VDOT expects to move into a second phase of work that will include field data collection and public meetings; draft concepts are targeted for mid‑2025. The study is intended to produce detailed alternatives that could feed future SmartScale or other project applications.
Bateson stressed that, because the interchange touches I‑95 and its ramps, projects could involve federal processes and require matching funds. He noted that even when federal funds are available, a federal match is typically required, and the study will produce high‑level cost estimates to guide future application strategy.
VDOT staff encouraged the committee to participate in public engagement on draft concepts and to provide local input on which alternatives best serve safety, freight and local traffic needs. The committee was told the study team aims to have concepts available in time to support a SmartScale application round in 2026.
