Wheeling trustees reject special-use for heavy-vehicle repair at 559 N. Wolf Road

The Village of Wheeling Board of Trustees voted 2-5 on Feb. 3, 2025, to deny a special-use request that would have allowed Big Boss Enterprise US LLC to operate a heavy motor-vehicle repair facility at 559 North Wolf Road (docket PSU24-0018).
The vote followed an extended public and trustee review of the business's proposed scope and the Plan Commission's recommendation against approval. The petitioner said the facility would be limited to diagnostic and minor electrical repairs on commercially used pickup trucks and SUVs; neighbors and several trustees expressed concern that the zoning label "heavy motor vehicle repair" could allow semitrailers or other large vehicles that would be out of character for the nearby Millbrook Point town-home development.
The plan commission hearing on Jan. 22 produced a long list of conditions that would limit operations if approved. Those included prohibitions on work on semi trucks, no on-site towing, no vehicle dismantling or salvage, no heavy detailing, equipment screening from view of streets and residential zones, building and business licenses, a sign permit, and restricted hours of operation (Monday through Friday, 8 a.m. to 5 p.m.). Director Clicker told trustees the petitioner had clarified the intended services as "diagnostic and minor electrical repair, i.e., sensors, bulbs and electrical parts related to the diagnostics." The plan commission voted 1-5 to recommend denial.
At the trustees meeting, petitioner Dimitri (representing the business at the podium) said the shop would work on pickup trucks such as Dodge Ram and Ford F-150 models and reiterated, "Not semis. It's like a regular pickup truck." He told the board the shop expected to handle one to two appointment vehicles per day and that parts could often be delivered quickly from a local parts warehouse.
Trustees pressed the petitioner on operational details including how many inside service bays were available, whether vehicles would be stored overnight, and contingency plans if same-day repairs were not possible. Dimitri said vehicles would be drivable on arrival, that the shop would not accept towed vehicles and that overnight storage would be avoided when space was not available.
Trustee Lang moved to approve the ordinance as presented; Trustee Raffato seconded. The roll call vote recorded: Trustee Papantos 'No; Trustee Vogel 'Yes; Trustee Raffato 'No; Trustee Krueger 'No; Trustee Lang 'No; Trustee Vito 'Yes; President Horker 'No. The motion failed.
The board did not adopt alternate conditions or send the matter back to the plan commission during the meeting.
