The Hamtramck Board of Education approved an amendment to expand commissioning services for HVAC and other recently completed facility projects so a commissioning agent can test systems, identify outstanding deficiencies and help the district close out construction contracts.
Interim Superintendent James Larson told the board that the commissioning agent’s role is to verify systems operate according to contract specifications and to help hold architects and contractors accountable during closeout. Larson said some recently completed systems have not met specifications in prior years (he cited an example of a boiler at Dickinson East installed four years earlier that only operated correctly after further work this fall). The board heard that IMEG (vendor name given in discussion) had been selected in a prior procurement as the lowest responsible proposer and that expanding the scope covers additional buildings and projects not included in the original commissioning contract.
Board members asked about costs and the prior contract total. Larson and other staff reported the expanded work would bring the total fees for commissioning services to approximately $180,000 (the transcript reports total fees and references earlier contract figures); trustees voted to approve the amendment. Trustees said commissioning helps ensure the district receives completed systems before final payments are released to contractors.
