Council reviews proposed building-code changes to shorten permit terms, add conflict-of-interest rules

Kenneth Cecil, identified in the meeting as the city's building commissioner, presented an ordinance (No. 25-06) to amend Chapter 7 of the Greenwood Municipal Code. Cecil said the code "has not been updated for a long number of years" and that the proposed changes would add definitions, formalize a building commissioner/code official role, reduce the standard building permit term from three years to one year (with extensions available), and align plan-review timelines with the state standard of 30 days.
Cecil told the council the draft also introduces a conflict-of-interest provision in line with Indiana Code IC 36-1-27-4 and provides additional language the department needs to address certain recurring violations. He said the changes are intended to give the department clearer authority and to bring Greenwood into alignment with state expectations for review timelines and conflict-of-interest procedures.
Council members did not take a vote to adopt the ordinance at the introduction; the item was presented for initial consideration and will follow Greenwood's standard ordinance adoption process if the council chooses to move it forward.
