North Carolina House introduces multiple bills and refers measures to committees

The North Carolina House of Representatives on Feb. 3, 2025, read a series of newly filed bills and referred them to standing committees, including House Bill 26 on a Town of Madison satellite annexation, House Bill 27 on school calendar flexibility for Alamance County, House Bill 28 titled the Gun Violence Prevention Act and House Bill 29 to permit use of tribal identification for alcohol and tobacco purchases.
The referrals begin the committee process for the measures. House Bill 26 was referred to State and Local Government, Finance (if favorable) and Rules. House Bill 27 was referred to Rules; House Bill 28 was referred to Homeland Security and Military and Veterans Affairs, Judiciary 2, and Rules; and House Bill 29 was referred to the Committee on Federal Relations and American Indian Affairs, Alcoholic Beverage Control (favorable) and Rules.
Beyond those introductions, the clerk read a set of bills that were withdrawn from the Rules Committee and re-referred to other committees for consideration. The list included: House Bill 2 (entry fees for high school interscholastic events) to Education K-12 and Rules; House Bill 3 (election changes, even years) to State and Local Government, Election Law and Rules; House Bill 4 (Sam’s Law) to Education K-12, Health and Rules; House Bill 6 (Oriental election changes) to State and Local Government and Rules; House Bill 7 (NC REACH Act) to Higher Education and Rules; House Bill 8 (NC Managing Environmental Waste Act of 2025) to Agriculture and Environment, State and Local Government and Rules; House Bill 11 (no tax on tips, overtime bonus pay) to Commerce, Finance and Rules; House Bill 12 (observe standard time all year) to State and Local Government, Judiciary 1, Commerce and Rules; House Bill 13 (charges for payments by credit or debit card) to Commerce, Judiciary 1, Finance and Rules; House Bill 14 (gambling losses tax deduction) to Commerce, Finance and Rules; House Bill 15 (support private property rights) to Housing and Development, Judiciary 1 and Rules; House Bill 16 (display of "In God We Trust" in General Assembly) to Judiciary 3, State and Local Government and Rules; House Bill 17 (extend term of mayor, Town of Madison) to Election Law, State and Local Government and Rules; House Bill 21 (driver's license designation autism) to Health, Transportation and Rules; House Bill 22 (fire investigation law revisions) to State and Local Government, Insurance, Judiciary 1 and Rules; House Bill 23 (Stanly Community College culinary off campus) to Higher Education and Rules; House Bill 24 and House Bill 25 (restore downzoning authority) to Judiciary 3, Housing and Development and Rules.
The House also approved a representative statement recognizing Lunar New Year. Representative Maria Stevania submitted the statement to be read into the journal and placed on the official House journal; the statement notes that North Carolina is home to "over 300,000 Asian Americans and 7,000 Pacific Islanders." The journal entry was ordered and placed on the record.
Representative Ward moved to adjourn; the House agreed and stood adjourned to reconvene Tuesday, Feb. 4, at 11 a.m., subject to Rule 15.1 of the House rules.
