Needham committee highlights stormwater outreach and seeks grants for Linden Chambers flood project

The Climate Action Committee on Feb. 3 focused part of its meeting on resilience measures tied to stormwater flooding and outreach.
Members noted that local resources such as a Charles River watershed flood model exist but said FEMA floodplain maps are outdated and may not capture current risks at property level. Several committee members said targeted homeowner outreach -- describing steps such as permeable surfaces, rain gardens and other measures -- would be useful, but that accurate parcel-level flood information is needed to guide property-level recommendations.
Staff described coordination with regional partners: the Charles River Watershed Association has produced a watershed flood model that can inform planning, while FEMA-managed floodplain maps are updated on a different timetable and may not provide the parcel-level precision residents want.
The committee was briefed on forthcoming grant opportunities. Staff said the town will apply for a Municipal Vulnerability Preparedness (MVP) action grant this month to fund design work for a combined green-and-gray stormwater project in the Linden Chambers neighborhood. The proposal would link three elements: daylighting and restoration of a culverted drainage easement behind Linden Chambers, stormwater infrastructure under a new parking lot associated with Linden Chambers, and additional flood storage under playing fields at High Rock. Staff said MVP reviewers responded positively to an expression of interest.
Committee members suggested inviting the town's emergency management staff to a future meeting to discuss cooling centers, phone-charging capacity and the town's hazard-mitigation planning cycle; staff said the town is preparing to update its hazard mitigation plan before it expires in January 2026 and that the update could incorporate recommended resilience measures.
