Commissioners reallocate ARPA and Hurricane Harvey funds for Hilltop community center, Hazel Baysmore work and LyondellBasell ballfield projects

Nueces County Commissioners on Feb. 5 approved a package of reallocations moving ARPA and Hurricane Harvey funds among coastal-park, community and infrastructure projects.
What passed - The court voted to unallocate $804,450 of ARPA funds previously obligated and reassign parts of that allocation to cover Hilltop Community Center architecture fees and to finalize engineering payments for a canceled Hazel Baysmore workout-station structure. The court then reallocated Hurricane Harvey funds to the LyondellBasell TM Baseball Field Improvements and other site needs. - Specifically, the court approved: $422,424.54 to the Hilltop Community Center project to pay remaining architect fees; $87,504.00 to close engineering invoices for the Hazel Baysmore workout station; and $294,400.17 (from Hurricane Harvey funds) for the LyondellBasell/TM baseball field improvements.
Why the transfers: County staff said some invoices had been billed to the wrong program or arrived after funds were moved into ARPA-funded projects; the transfers were described as “net zero” reassignments designed to ensure outstanding invoices are paid from program-eligible funding.
Court direction and compliance - Staff and the county’s ARPA/Grants consultant (GrantWorks) confirmed the reallocation is consistent with program rules because funds were applied to ongoing projects or to previously obligated scopes. - Commissioners asked finance staff to track such reallocations carefully and to include detailed backup in future packet materials.
Vote: Motion to reallocate passed unanimously.
