Council approves property disposition and reappropriation for Ortega Hills project, waives circulation requirement

Jacksonville City Council voted to approve legislation reflecting the disposition of a parcel at 7263 Golden Wings Road to support a mobility project in the Ortega Hills neighborhood and to reappropriate previously authorized capital funds.
Council staff explained that the amendment adds an explicit reference in legislation that the city is disposing of 7263 Golden Wings Road as part of the project; it also waives a local code provision identified in discussion as Section 120.2422 that normally requires circulation of surplus-property declarations among governmental entities prior to declaring property surplus.
Councilmember Rahman Johnson, sponsor of the bill, said funds to acquire the land were included previously in the capital improvements program and in a mobility-credit arrangement from an earlier council. He described the transaction as a reappropriation of existing CIP funds to purchase the property so a planned flyover can be completed, and noted the change was intended to address public-safety access concerns for the Ortega Hills neighborhood.
A city staff representative told the committee that the real estate division will oversee acquisition and disposition and that construction and engineering (public works) will oversee construction. The council adopted the amendment and then approved the bill as amended; the clerk recorded a 7–0 vote. By that action the council approved 20 24 9 51 as amended.
The action formalizes the city’s planned acquisition route for the Ortega Hills mobility project and changes the way the city will use mobility-credit funding for this specific purchase, replacing credits with a direct acquisition. Councilmembers said funding for the acquisition was present in the CIP and needed to be reappropriated to effect the purchase.
