Chester County commissioners approve agenda, meeting schedule, consent items, several contracts and a $15,000 grant to Copson Home

The Chester County Board of Commissioners adopted the meeting agenda, confirmed the county’s 2025 public meeting schedule, approved the consent agenda and multiple contracts, and approved a $15,000 grant to Copson Home from the Pennsylvania Department of Human Services.

The board adopted the agenda by voice vote. Commissioners then confirmed the 2025 public meeting schedule for the Board of Commissioners, the Salary Board, Elections, Prison, Retirement Board and Public Budget Meetings; the motion passed by voice vote.

The consent agenda — described on the record as including minutes from Dec. 18, a bid award for a guard-shack grinder, Resolution BOC 125, and various contracts and vouchers as submitted by the controller — was approved by a single voice vote. The board later considered contracts and contract amendments presented by department directors.

Alfred Sciotti, deputy director of the Department of Communications and Information Services, presented a revenue agreement with First American Data Tree LLC for professional data-extraction services, with a contract term running Jan. 1, 2025, through Dec. 31, 2025. George Marnick, director of the Department of Facilities, presented a contract with Siemens Industry Inc. for fire-alarm inspection and maintenance in the amount of $10,609 for Jan. 1, 2025, through Dec. 31, 2025. The Department of Human Services presented an extension of a contract with Michael Baker International to assist with Chesco Connect and Department of Community Transit; the extension was described as having no funding increase and running through June 30, 2025. The prison reported a no-cost statewide automation Victim Information and Notification System contract with an expiration date of Dec. 31, 2025. Sunah Bia, executive director of the Water Resources Authority, presented a no-cost contract amendment with the Brandywine Conservancy related to the Brandywine Flood Study, running Jan. 1, 2025, through June 30, 2025.

A separate grant item was presented by Donna Arnold on behalf of Copson Home. Arnold said the Pennsylvania Department of Human Services awarded a $15,000 grant to Copson Home to purchase three violet air-disinfector units. The grant award was approved by the board by voice vote.
