Chester County commissioners approve lists of positions for multiple county offices

The Chester County Board of Commissioners on Oct. 12 approved lists of positions and several position changes across multiple county offices in a sequence of motions and voice votes.

The approvals covered the commissioners' offices, courts and related departments, the Clerk of Courts, Controller, Prothonotary, District Attorney, Recorder of Deeds, Register of Wills, Sheriff, Treasurer, the coroner's office and a set of position changes. Most motions were passed by voice vote with no recorded opposition; the Controller’s staffing request recorded one abstention.

The votes add staff capacity across county departments and include new positions and position reclassifications. Yolanda Vander Kroll, Clerk of Courts, thanked the board and said the additional resources respond to "a lot of unfunded mandates" from the state legislature and the office’s limited capacity to absorb extra work. Diane O'Dwyer, Recorder of Deeds, asked the commissioners to approve the positions for her office.

Board members moved and seconded each item individually; after each motion the chair called for the ayes and, when there were no oppositions, declared the motion passed. For the Controller’s request one commissioner recorded an abstention during the vote.

The meeting then opened the public comment portion under the county's long-standing rules of procedure for Board of Commissioners meetings. Meeting staff said public comment must be germane to county business, that in-person speakers have a three-minute time limit monitored by a podium timer, and that remote commenters would receive a 30-second warning; no members of the public signed up to speak. The board then moved to adjourn.
