Lisle trustees signal support to change liquor license for business at 2801 Ogden Avenue

The Village of Lisle Committee of the Whole on Feb. 3, 2025 signaled consensus to direct staff to process a request from the new owner of the business at 2801 Ogden Avenue to change its liquor-license classification from a Class 3 (beer and wine) to a Class 2 license to allow on-site sales of distilled spirits and craft cocktails.
Village Manager Erp Mode told trustees the change would allow "the retail sale of all alcoholic liquors on premise" and would permit packaged sales in original, unopened containers for off-premise consumption under a Class 2 license. He also said the village board is the body that considers such classification changes under the village code.
The change drew little public comment and multiple trustees said they supported the request. Trustee Chelsea Saima said the board should support businesses trying to stay competitive, adding, "I understand the need to try to stay competitive in a challenging market. I appreciate their investment in Lisle and, I think this will be an added enhancement to their business and so I'm in support." Trustee Mullin thanked the applicant for a detailed letter explaining the business case. Trustee Duffy, Trustee Olson and Trustee Greco also voiced agreement during discussion.
Deputy village staff explained differences among license classes in the code during trustees' questions. The deputy clerk said the Class 1 (tavern) definition in the code authorizes retail sales of alcoholic liquors for on-premise consumption and allows package sales in original packaging if incidental food service is provided; by contrast, a Class 2 authorizes the sale and on-premise consumption of all alcoholic liquors and packaged sales for off-premise consumption. The deputy clerk also said there is no fee difference between Class 1 and Class 2 licenses.
Trustees did not take a formal roll-call vote on the request during the committee session; instead, Chair remarks and multiple trustee comments indicated consensus to have staff proceed with the license-change process and bring a formal application back to the board for consideration.
Next steps: staff will process the applicant's request under the village code and return the license-change application to the Village Board for formal action at a future meeting.
