- PD Amendment: Crabtree Village Planned Development (TCZ3024) — Approved. Council approved amendments to the Crabtree Village PD that, among other changes, add townhouse building types, remove some parking minimums, and adjust access and retaining‑wall provisions; staff said the phase 2 concept reduces overall intensity compared with prior approvals.
- Rezoning: Clarendon Crescent (Z3424) — Approved (unanimous). Council removed an NCOD for three parcels, applied a TOD and limited the combined entitlement to 38 units with a three‑story maximum; staff and council noted the parcels lie adjacent to a planned New Bern BRT station.
Continued hearings
- Rezoning and Development Agreement: 5009 Lewisburg Road (Z0424 and related development agreement) — Continued to Feb. 18. Council left the public hearings open to allow the developer to submit revised conditions (including a request to extend an affordability term from 10 to 30 years) and to allow staff to provide clearer estimates of trail maintenance costs and budget timing.
- Rezoning: 721 Chapel Drive (Z2024) — Continued. The applicant agreed to revise a small affordability condition; council left the public hearing open and scheduled the matter to return to the council in two weeks.

Most approvals were taken by voice vote and recorded as unanimous in the meeting record; where staff recorded a roll call it is reflected in the official minutes. Several items generated public comment or neighborhood opposition (notably Clarendon Crescent) and at least one large rezoning (5009 Lewisburg Road) remains pending with substantial follow‑up requested by council.
