Oak Harbor council adopts resolution updating parks, recreation and senior services fees

The Oak Harbor City Council on Feb. 4 unanimously adopted Resolution 25-02 amending the city's master fee schedule to move senior services into the Parks & Recreation schedule and revise how park facilities, classes and concessions are charged.
Deputy City Administrator and Finance Director David Goldman introduced the item, saying, "this item is to amend the master fee schedule specifically for Schedule G Parks and Recreation and addendum to senior services." He told the council the update makes senior services part of a unified Parks and Recreation department and changes how reservations and certain fees are structured.
The changes include making park facility and field reservations hourly; adding a staff usage billable rate; establishing annual rates for on-site storage and monthly rates for concession-stand use; updating class and activity fees to reference the activity guide; and changing room rental rates. Goldman said the changes were discussed at a council workshop the week prior.
Resident Bridal Klein of Taylor Road asked whether a section about ball fields had been resolved. Goldman and staff responded that small naming clarifications (for example specifying "NewGen concession stand" rather than a generic "concession stand") would be handled administratively and in league agreements, and that those clarifications would not change the fees themselves. A city staff member noted that some details could also be specified in league agreements or during a future budget amendment.
Councilmember Marshall moved to adopt Resolution 25-02; Councilmember Wiggenstein seconded. The motion passed unanimously.
The adopted resolution directs staff to incorporate the addendum into Schedule G and make the administrative clarifications described on the record; it does not itself change the fee amounts beyond the codified clarifications. The council and staff said any additional specificity for leagues and concession naming will be incorporated in league agreements and related administrative documents.
