The Forward Conservation Commission on Feb. 3 approved a determination of natural-resource boundaries for properties at 589 and 599 Commerce Drive in Fall River City, filed as an abbreviated notice of resource area delineation 24-849.
Fields Associates consultant Devin Howell presented a site delineation that mapped an on-site wetland and an off-site pond and bordering vegetated wetland tied to the adjacent landfill; the consultant said on-site hand augers, vegetation mapping and lidar/topography were used to map the on-site wetlands and that the off-site features were mapped by aerial and topographic evidence because trespass onto the landfill was not possible. The consultant said MassDEP had assigned a file number and provided no comments.
Commission members noted a previous 2019 site plan with a similar wetland line and accepted the fieldwork and supporting topography as sufficient for the resource determination. The commission approved an order confirming the delineation; staff said detailed design review will address stormwater and other site design items when the property returns for project review.
A motion to approve the resource-area delineation passed by roll call. The commission instructed applicants or their designers to rely on the confirmed line when preparing future construction or site plans and to consult existing 2019 plan information during design.
