Walton County TRC moves several development items, reclassifies Freeport HMA plant as major project

The Walton County Technical Review Committee on Feb. 5 reclassified the SCC Freeport HMA plant from a minor to a major development, set the item for further submittal and public hearings, and acted on more than a dozen project reviews, continuances and conditional approvals.
The reclassification of the SCC Freeport HMA plant means the project will require public hearings before the Planning Commission and the Board of County Commissioners; the committee voted to continue the item to the March 5, 2025 TRC meeting to allow the applicant time to provide the additional submittals required for major-development review. The chair said, “this project would not proceed as a minor development. It will proceed as a major development with public hearings before the planning commission and the Board of County Commissioners.”
The committee also approved the Jan. 7 TRC minutes and acted on a long agenda of subdivision plats, major and minor development orders and replats. Several items originally scheduled for earlier meetings were continued to give applicants time to address outstanding comments or correct noticing errors: Miller Commerce Park and a separate subdivision (sat 1) were tabled; the Circle K Miramar Beach hearing was continued to March 5 after staff found the applicant did not post the required sign; items numbered 4–7 (DuPinac Springs used car lot; Beargrass Preserve at Nature Walk; Charters Cove; North Beach Trade & Storage Plaza) were continued to Feb. 19; and a number of major-development applications, plats and preliminary plats were continued to March 5 to allow resubmittal and review.
Committee members and applicants debated several substantive development issues during project reviews.
