Staff reports: Dutch Bros open, new tenant applications and upcoming park ordinance on council agenda

During staff reports at the Feb. 4 meeting, Community Director Mendenhall and a staff member identified as Mr. Slade provided business and parks updates to the West Richland City Council.
Community Director Mendenhall said Dutch Bros received a certificate of occupancy that day and noted an adjacent business agreement with a tamale vendor; staff also reported a tenant improvement application for Aki Sushi at a commercial development and that the city signed a purchase-and-sale agreement for a restaurant location in the Belmont Business District.
Mr. Slade told council that Firehouse Subs reopened on Saturday and that the Feb. 18 council meeting will include an ordinance amending the municipal code section governing park regulations. Slade said staff worked with the city's risk pool insurer and others to prepare an ordinance that would allow fishing from nonmotorized boats under certain conditions intended to mitigate liability; the item was described as having been reviewed by the park board and a park subcommittee.
Council did not take action on these staff updates at the Feb. 4 meeting; the parks code amendment will return to council for ordinance consideration on Feb. 18, 2025.
