City Administrator Mr. Chambliss told the committee that "normally you want to gather a diverse group of individuals" and recommended keeping the selection team small for this process because there were only two submissions. Chambliss said an in-house team could complete the work quickly: "I think we can knock it out in one session." The committee discussed including council representation plus relevant department directors and the city attorney. Council Member Wadden was designated as the primary council representative and Council Member Johnson as an alternate. Staff participants identified were City Administrator Chambliss, Community Development Director Arteta, and Public Works/Parks Director Hamlin; City Attorney Burke volunteered to serve as well. Councilperson Lawton said she would forward additional names for consideration.
Committee members said the team should include technical reviewers to assess site-related constraints such as water and utilities. Council Member Johnson noted concerns about potential conflicts of interest among some task force members with subject-matter expertise and asked that any outside participants be vetted by administration before appointment. Chambliss described the panel as a "selection committee" that would assign points, interview proposers if needed, and make a final recommendation to the committee or council.
Next steps: staff was directed to coordinate schedules for the selection team, vet any recommended outside participants, and return a recommendation to the Community Development Committee for referral to the full council if appropriate.
