The House Energy and Natural Resources Committee voted to advance House Bill 18‑13, which clarifies that the Oklahoma Water Resources Board (OWRB) may enter a memorandum of understanding with the Oklahoma Rural Water Association or another nonprofit association.
Representative Newton presented the bill, saying the arrangement has been used for about 30 years and that the bill simply says such an MOU "may" be used rather than "shall." He described the change as removing uncertainty raised during the recent budget process about whether procurement rules required a bid instead of an interagency MOU.
