Rules Reference Committee moves room, approves reports and restores televised congratulatory presentations

Speaker Huffman, chair of the Rules Reference Committee, opened the meeting by announcing the committee will move from Room 119 to a larger chamber to allow greater public participation and to support live streaming on OGTV. "This room is so small it really doesn't allow any public participation," Speaker Huffman said, and added the committee will be streamed so "folks, throughout the Internet world will be able to watch these."
The committee approved the minutes from the previous meeting without objection. The body then voted to accept the rules report (which sets the calendar) and the bill referral report; each passed on a 12-0 roll-call vote. The committee also accepted the congratulatory report without objection.
The chair said the committee will reintroduce on-camera presentations of congratulatory resolutions that had been discontinued for several years. He explained the committee will limit those presentations to five per session and, when there are more than five requests on a given day, hold the extra presentations at the end of the Rules Reference meeting so visiting groups can be televised. "We're gonna be bringing back the presentation of congratulatory resolutions ... we're gonna limit those to 5 at session," Speaker Huffman said. He also said staff will take over calling the roll going forward.
Ranking Member Leah Russo recognized a visiting school group in the chamber: "This is the Barrington Elementary group. ... Rep Santucci's niece, and Godchild is also in the group as well," Russo said during a brief recognition of the students.
The meeting was procedural and short; no legislative debate or contested questions were recorded. With all required members present, the committee declared a quorum present and adjourned after completing its agenda.
