Redmond council approves on-call Public Works contracts for engineering and environmental services

The Redmond City Council approved a set of on-call professional services agreements for Public Works (AM 25011) at its Feb. 4, 2025 regular business meeting, voting 6-0.
The contracts create prequalified on-call lists for specialized services including environmental monitoring, stormwater engineering, surveying and mapping, water and wastewater engineering, geotechnical work, stormwater modeling and construction engineering. Banji Garcia, deputy public works director, said the agreements allow the city to respond more quickly to short-turnaround needs by drawing from firms selected through a qualifications-based process.
Garcia told the council the teams evaluated qualifications after advertising last year and that staff updated Attachment A to provide more detail about scopes. Tom Hardy, a project lead on the procurement, joined Garcia at the meeting. Council Member Stewart thanked staff for the “incredible body of work” and said the package reflected months of preparation.
Council moved and seconded the ordinance and then took a roll call vote starting with Council President Kritzker. The tally was six votes in favor, zero opposed; the mayor announced the motion passed 6-0. The council did not disclose individual dollar values or individual firm awards during the meeting.
The city said the on-call lists are intended to let Public Works bundle and prioritize projects that align with maintenance needs and regulatory requirements without negotiating separate full procurements for every small assignment. Staff indicated the agreements followed the city’s RFQ process but did not provide individual contract lengths or maximum compensation amounts during the Feb. 4 meeting.
The agreements take effect after formal contract execution by the city and will be brought to future consent items for individual task orders as work is assigned.
