Council to consider HDR contract for Avondale Road pavement and waterline project

Redmond public works staff introduced a consultant agreement with HDR to design pavement overlay and a waterline upgrade on Avondale Road between Northeast 90th Street and Novelty Hill Road, and asked that the item be placed on the council’s March 4 consent agenda.
The design contract with HDR is $1,200,000 and includes geotechnical work and one subconsultant. Staff said the total current project budget is $10,100,000. The scope described to council includes a pavement overlay, replacement of about 2,200 feet of 14-inch asbestos-cement (AC) water main with 16-inch ductile iron pipe, and construction of roughly 25 curb ramps.
Public works staff told the council the city advertised for consultant services in July, received five proposals and selected HDR as the most qualified. Staff said construction cost estimates have tightened and the estimated overall project cost is now about $1 million below the earlier estimate, but warned that underground work can uncover unknown conditions that affect cost.
Council members thanked public works for the project planning and asked questions about benefits of replacing AC pipe; staff said AC water mains commonly degrade after 30–40 years and replacement improves system reliability. Staff also noted the city’s 2025 state legislative program includes an ask to fund replacement of asbestos-cement water pipes.
Staff requested no changes to the scope and indicated the item will be back on the March 4 consent agenda for council approval.
