Board hears first reading of extensive policy revisions tied to new state laws

Staff advised that the district must adopt the updated special education model policies released by the Ohio Department of Education and Workforce before March 30; the board will be presented with a resolution to adopt those models at the February meeting.
Policy items discussed on the first reading included technical bylaw revisions (Bylaw 01/2001), a new drug‑free workplace provision for administrators (Policy 1.422.01), revisions to College Credit Plus provisions (Policy 2.271), updates to field and overnight event language to reflect Senate Bill 104 (Policy 2.340), changes to extracurricular participation and athletics (Policies 2.430.02 and 2.431) tied to House Bill 47, and multiple student‑focused policies including Special Education (Policy 2.460), Assignment Within the District (Policy 5.120), Transfer Students (Policy 5.131), Use of Medications (Policy 50.330), Student Health and Suicide Prevention (Policy 5.350), Graduation Requirements (Policy 5.460), and removal/suspension/expulsion procedures (Policy 5.610). The staff presentation also noted new or revised policies on parental rights (Policy 5.780.01), restrooms/locker rooms rules (Policy 7.421, tied to Senate Bill 104), video surveillance and smart‑sensor monitoring (Policy 7.440.01), criminal history checks (Policy 8.142) and automated external defibrillators (Policy 8.452).
Staff said they were working with NEOLA to finalize language and would return with the second reading and formal votes. The board was told that some previously adopted district policies would be rescinded or replaced to align with the updated state models; where statutory references were invoked, staff cited specific House and Senate bill numbers during the presentation but did not provide full statutory citations in the first reading.
Next steps: board members will review the full packet before the next meeting; the special education model policy resolution will be brought forward for board action in February to meet the March 30 implementation timeline staff referenced.
