Council also approved a staff recommendation to appoint James Carniglia to a vacant seat on the Bicycle and Pedestrian Advisory Committee.
During public comment and later in council reports, residents raised several non-agendized concerns including parking and curb grading on Poplar Street, the downtown streetscape plan’s potential impact on diagonal parking and downtown character, homeless camping near the creek and highway, and the Parks and Recreation Commission’s work on Carter Park.
Parks and Recreation update: staff reported that Paulette Eisen will serve as commission chair and Hillary Stamper as vice chair. The commission said Mavericks Awards organizers will not proceed with a harbor festival this year; commissioners are focusing instead on activating Carter Park and building partnerships with local arts groups, businesses and nonprofits. The city is exploring fundraising to pay for audio-visual equipment at Carter Park; early estimates for AV and related equipment were discussed at roughly $500,000 and staff said they will pursue potential major donors and partners. Commissioners also discussed the difficulties of obtaining State Parks grants due to program competitiveness and demographic metrics.
