The commission voted to revert the zoning designation and terminate the conditional use permit (CUP) for the approximately four‑acre New Community Church parcel on the south side of Manchester Road (PZ5‑22). Planning staff said the CUP and associated rezoning required a site development plan (SDP) to be filed within the ordinance’s allowable 24‑month window; the SDP was not submitted and the allowable period lapsed.
Staff presented background: the CUP and rezoning were originally granted to provide additional parking and recreational space for the church; the property has since been sold to another place of worship and New Community Church is leasing the facility through May. The new owner has submitted plans for future residential development and will appear before the city’s development and zoning review committee for preliminary review, staff said.
Planning staff recommended reversion of the zoning and termination of the CUP; the commission conducted a motion and roll call vote and approved the department’s report. The department indicated it will prepare the formal letter of recommendation to follow as the next step for the council record.
