A bill to expand free access to Utah state parks for veterans failed in the Utah Senate on a 13-15 vote after more than an hour of debate over program costs and precedent.
Senator Lincoln Kwan, the bill sponsor, said the measure was developed in collaboration with the Division of State Parks and the Department of Veterans and Military Affairs and included a three-year sunset to allow data collection. “This is one of the number one things that veterans ask for,” Kwan said, noting state parks and veterans affairs had discussed the proposal in interim and that a one-time allocation of 1,600 park passes moved quickly last year.
