Analyst briefs subcommittee on voting packet; staff lists one-time and ongoing reductions

Rachel Bowe, financial analyst with the Legislative Fiscal Analyst’s office, took the subcommittee through the draft voting packet and the items members can expect to see when they vote next week.
Bowe said the packet’s sections include agency fee and rate proposals, legislative intent language, federal funds briefs, special motions and reallocations, non-state funding requests, one-time state funding requests, and ongoing state funding requests. She told members the packet will show proposed reductions staff compiled and the committee’s prioritization will determine which requests are funded.
On one-time funding, staff noted a proposed $14,000,000 reduction tied to capital project savings in the prison project and a $7,300 reduction from UDOT; Bowe said the committee could consider reallocating $7,300 in 2025 and $14,000,000 in FY 2026. For ongoing funding, Bowe said staff proposed $113,400,000 in reductions. Committee staff clarified that about $100,000,000 of the ongoing reductions are in higher education capital project funding (education fund) and cannot be used for roads.
Representative Kristofferson and other members asked clarifying questions about how much of the reductions are usable for transportation priorities. Staff members said the bulk of the $113.4 million proposal is education-related and therefore restricted; that leaves smaller general-fund amounts available for reallocation to new ongoing priorities.
Bowe said the committee’s voting packet and a prioritized internal list will be finalized after House and Senate caucus meetings during the subcommittee’s scheduled time and that members should expect to see the final packet on or before Tuesday’s vote; she said the packet might be distributed over the weekend, possibly Saturday morning.
Committee staff asked members to raise questions over the weekend so staff could provide additional clarifications before voting.
