Committee approves forwarding easement granting Little Blue Valley access to meter site on Greenwood property

The Public Works Committee voted to forward to full City Council an ordinance authorizing a nonexclusive easement with Little Blue Valley Sewer District to access a metering point on city-owned property in Greenwood.

Jeff Thornton, Deputy Director of Water Utilities, explained Lee's Summit is served by two wastewater treatment entities: Little Blue Valley Sewer District and the Middle Big Creek Subdistrict. The entities currently bill by connection count; they are moving to a flow-metering approach that measures each member entity’s boundary flow to account for inflow and infiltration and produce fairer billing.

Thornton said one metering point lies on city-owned Greenwood property where a sewer line already runs; the district needs a permanent easement and temporary construction access to install and maintain the meter. He said the site was appraised and staff considers the valuation fair.

Committee members confirmed the meter spot was previously constructed with a provision for a meter but no meter installed; they asked whether permanent easement requires future reauthorization, and staff said the easement will be permanent though access arrangements could be worked out if the city later develops the site.

A committee member moved the ordinance authorizing the nonexclusive easement (TMP 3213) to full council and Council member Carlisle seconded. The roll call recorded Chair Pryor: Aye; Council member Carlisle: Aye; Council member Rader: Aye. The motion passed in committee and will be considered by full council.
