Yvonne Jambov of the Legislative Fiscal Analyst esk walked members through the packet, which collects (1) fee and ISF-rate authorizations proposed in Senate Bill 8, (2) federal fund requests, (3) legislative intent items, (4) potential reallocations, and (5) tables of one-time and ongoing state funding requests that the subcommittee will rank at its voting session.
Jambov flagged the lieutenant governor office's apostille fees as an outlier and noted staff had identified instances where fee collections exceed agency costs (as discussed earlier in the meeting). She advised members the committee can change fees in SB 8, and encouraged legislators to notify chairs or staff in advance of any fee motions so staff can prepare clean motion language for the voting day.
Committee members discussed definitions and mechanics: non-state funds listed in the packet (dedicated credits, restricted accounts, federal funds) are not general fund or income-tax funds and do not directly compete in the same priority ranking; state one-time and ongoing requests must be ranked separately because ongoing obligations cannot be funded with one-time money. The packet also lists $6.7 million in retained earnings within a purchasing internal service fund; the department proposed several uses for that one-time amount and asked the committee to consider allocating it.
The subcommittee approved the minutes for an earlier meeting. A member moved to approve the minutes; the motion carried with voices in favor and one dissent noted in the record: Senator Wyler was recorded as dissenting. No other formal fee changes or appropriations were adopted at this meeting; staff urged members to flag fee-change motions in advance of the voting session so motions and motions language could be prepared for an efficient vote day.
The committee then moved on to remaining RFAs and presentations.
