City staff told the committee the Remington Woods work follows heavy rain on July 1, 2024, that caused structural flooding in the Cedar Creek watershed and prompted residents to submit photos and letters documenting damage. Staff said survey work and design are needed to address public right-of-way and neighborhood flooding concerns.
City staff said Wilson and Company was selected under a sole-source justification based on the firm’s prior work on Chipman Road improvements and existing knowledge of the Cedar Creek watershed, which staff said would save time and money compared with onboarding a different consultant. A committee member asked for clarification on the meaning of "sole source," and staff explained it is permitted under procurement rules when a vendor has unique prior expertise.
Committee members also discussed how projects are prioritized. A council member explained projects are selected when residents submit documentation showing structural flooding and when the location meets the Capital Improvement Program (CIP) criteria; staff confirmed the list of stormwater projects began in 2017 and projects are advanced in sequence as funding and criteria allow.
Council member Rader moved the measure to full council and Council member Carlisle seconded. The roll call recorded Chair Pryor: Aye; Council member Carlisle: Aye; Council member Rader: Aye. The motion passed in committee and will be considered by full City Council.
The committee packet identifies the contract amount as $128,078 and lists Wilson and Company as the consultant. Staff said an RFP process is underway for other services, but this agreement is being handled as sole source because of the firm's prior watershed-specific knowledge.
The committee did not adopt policy changes or alter CIP priorities during the meeting; the action was limited to forwarding the contract to full council for final approval.
