Committee recommends FY‑25 budget amendment adding public safety and communications spending authority

The Lee’s Summit Parks & Recreation Committee voted to recommend TMP 3206, a fourth amendment to the fiscal year 2025 operating budget, to the full City Council.
Rick Gentry, budget manager, told the committee that the amendment adds spending authority for multiple items, including opioid settlement funds supporting the city’s Safe Passage program, equipment replacement for the police department, and $1,500,000 moved from unallocated general fund balance into the public safety equipment replacement fund for downtown safety barriers, storage and trailers. “Part of the budget amendment is the opioid settlement funds we’ve been receiving since 2023. Those are going towards supporting the Safe Passage program,” Gentry said. He also described adding $100,000 to creative services to develop a citywide communications strategy.
The change is intended to provide immediate spending authority for ongoing services and to establish funding for planned public safety purchases. Gentry told the committee the police department will use its equipment replacement fund and public safety sales tax to cover firearm purchases; the general fund transfer will fund barrier procurement, storage containers and trailers and associated site work.
Committee members asked for follow-up on the city’s general fund balance and the fund balance policy after a recent audit; Gentry and staff said they will return with updated spreadsheets and recommendations at a future meeting. The committee moved and seconded a recommendation that TMP 3206 go to council with a recommendation of approval; the recorded committee vote included Chair Shields, Vice Chair Lopez and Member Carlisle registering in favor.
The committee’s action is a recommendation to full council only; final budget authority and appropriation changes will be decided by the City Council if and when it approves the ordinance. Staff said additional agenda items will follow to approve specific purchases funded by the amendment.
