The City of Independence Planning Commission on Jan. 14 approved three agenda items: a city-initiated rezoning in the Evanston Park area (case 251004), a separate city-initiated rezoning on Liberty Street (case 2510005), and a preliminary plat for the Liberty Commons subdivision (case 2431006). All three items passed by recorded votes and staff recommended conditions for implementation.
Evanston Park rezoning (case 251004) converted one lot from O1 to R6 and rezoned 12 lots from R30 PUD (high-density residential planned unit development) to R6 (single-family residential). Staff said the change conforms with surrounding built single-family character and noted the rezoning would help property owners and buyers rehabilitate and reconvert existing homes to single-family use and ease obtaining mortgages. The commission voted 7-0 to approve the rezoning.
A second city-initiated rezoning (case 2510005) changed four lots on Liberty Street from R30 PUD to R6, matching the zoning and character of adjacent properties and similarly intended to remove barriers to single-family occupancy and property improvements. The commission voted 7-0 to approve that rezoning.
The commission also approved a preliminary plat for Liberty Commons (case 2431006), a proposed single-phase subdivision of roughly 60 acres southeast of Bunchu Road and Jones Road. The plat proposes 127 buildable lots (lot sizes from about 7,500 to 13,000 square feet), roughly 7.1 acres of common open space (about 24% of the site), two entrances (one shared with Rockwell Estates and a second on Bunchu Road), retention of wooded areas along a stream on the eastern border, and extension of utilities including a 12-inch water main. Staff recommended approval subject to standard final-engineering and platting conditions, including a traffic-impact analysis for the new entrance, stormwater master plan and maintenance agreements, labeling flood zones on plan sheets, locating fire hydrants, and recording covenants for open-space maintenance. The commission approved the preliminary plat 7-0.
