Staff said the property was platted in 1868 and was first designated M-1 industrial in 1965, later reclassified under the city’s unified development ordinance. The house appears dilapidated, staff said, and the owner or prospective buyer has requested residential zoning to enable repairs or rebuilding; the applicant was not present at the hearing.
Commission discussion focused on site-improvement requirements if the property is redeveloped. Commissioners asked whether a driveway and curbing would be required; staff responded that sidewalks, curbs and curbing extensions are generally engineering decisions under municipal services and the city charter, and that curbing is sometimes an owner responsibility when replacing an existing curb. Staff also said the property is not in a flood plain, has utilities in place, and that any future paved off-street parking would require engineering review for drainage and possibly culverts.
Commissioner Ashbaugh moved to approve rezoning of 336 North Hocker Avenue to R-6 single-family residential (case 2510006). The motion was seconded and the commission recorded its votes in roll call. During roll call one commissioner’s response was recorded as “abstain,” but the chair announced the motion carried; the chair’s announcement stated the motion passed with a 7–0 tally.
