HR seeks board approval of joint powers agreement with BCA to continue national fingerprint background checks

Anne Getzat of Beltrami County HR told commissioners the joint powers agreement (JPA) with the Minnesota Bureau of Criminal Apprehension (BCA) is required for HR to continue processing noncriminal justice national fingerprint background checks. Getzat said HR previously applied for and received its own ORI (originating agency identifier) and that the JPA formalizes data protection, authorized staff, and compliance with BCA requirements.
Getzat said the JPA took several years to be issued by the state agency and that approving it will keep the county in compliance ahead of the next audit, which she said is expected in fall 2026. She asked if there were any questions; no substantive questions were raised during the work session discussion.
The agreement was presented to the board for approval on the regular agenda.
